The Ministry of Finance of the Russian Federation has prepared a bill on amendments to the budget proposing to cut spending on social policies and social security, including people with disabilities. The pension expenditure could be reduced by 51.9 billion rubles, and state support for the disabled may be reduced by 2.23 billion.

Funding of some budget items in the bill it is proposed to increase. So, for example, plans to increase spending to support the economy (5.3 billion rubles), health financing (4.2 billion) and education (3.4 billion rubles). Moreover, additional funds may be allocated to support law enforcement agencies (RUB 20.3 billion), FSIN (4.6 billion roubles), the army (2.3 billion rubles).

Previously, we reported that the Commissioner for human rights in the Russian Federation Tatiana Moskalkova said the main complaints of older persons, which the Ombudsman had to face in 2017. The greatest number of complaints on pension issues such as pension credits and their sizes.

We also wrote that, according to experts, in Russia a third of the population lives in poverty, but the authorities are hiding it. The Deputy Director of the Institute of world economy and international relations Russian Academy of Sciences Yevgeny Gontmakher believes that the level of poverty in Russia is twice higher than the official statistics. In his opinion, at present, the poor are 35% of Russians.
