Deputies of the state Duma have submitted for consideration the lower chamber of Parliament a bill which proposes to establish additional social surcharge to pension at the rate of 6200 rubles. If this bill is approved, the average pension will grow by 47.9% and from 1 January 2019 will be 19 166,3 thousand rubles. By region its size will depend on average wage: the average pension in Moscow will be 34 923,3 thousand rubles in St. Petersburg – 26 937 thousand rubles, in Krasnodar territory – 15 188,3 thousand rubles.
From 1 January 2018 was made indexation of old-age pensions for pensioners 3.7%, and for working pensioners, the indexation was not at all provided. Such indexation, according to the authors of the draft law is clearly insufficient, as the actual growth in goods and services in 2018, higher than the declared increase in consumer prices and the projected inflation rate for 2018. The indexation of pensions even at the level of inflation is not sufficient in terms of growth of prices and tariffs social position of pensioners remains extremely difficult.
The bill proposes to provide effective social assistance to pensioners from 1 January 2019 to introduce additional social surcharge to pension, which will be calculated on the basis of the average monthly nominal accrued wages of employees in the corresponding subject of the Russian Federation. The authors of the bill suggest that such a threshold calculation may be a more effective and more equitable than the artificially established “subsistence level”, which in reality is almost impossible to live.
In accordance with the bill, additional Federal social surcharge to pension in 2019 is set to such a size that the total sum of material maintenance of the pensioner in view of this additional cost has reached 50% of the average monthly wage. In the case of the bill, from 1 January 2019, the average pension in Russia will reach 19 166,3 thousand rubles. By region its size will depend on average wage: the average pension in Moscow will be 34 923,3 thousand rubles in St. Petersburg – 26 937 thousand rubles, in Krasnodar territory – 15 188,3 thousand rubles.
“This will significantly improve the social situation of pensioners, – stated in the explanatory Memorandum to the bill – in the future it will be necessary to increase the surcharge in order to bring material maintenance of the pensioner up to 60-70% of average monthly earnings by subject of the Russian Federation – which would correspond to world practice”.
According to Rosstat, as of 1 January 2017 in Russia, there were 43 million 177 thousand pensioners. The average size of pensions as of October 1, 2017 was 12 961,4 thousand rubles. While its size is significantly different in various regions of the Russian Federation. For example, in St. Petersburg, its size is 14 576,1 thousand rubles, in Tatarstan – 505,5 12 thousand rubles in Kabardino-Balkaria – 10 of 189 thousand rubles.
The ratio of average pensions to the average monthly nominal gross wage in October of 2017 amounted to 33,81% that is unemployed the average retiree has an income equal to about 1/3 of average earnings of employees. In developed countries the ratio of average pension to the average wage reaches 70%. For example, in Austria and Spain, the ratio of the average pension and the average wage is more than 70% in France, Sweden, Norway – more than 50%.
