The indexation of pensions even at the level of inflation is not sufficient in terms of growth of prices and tariffs social position of pensioners remains extremely difficult.

The bill proposes to provide effective social assistance to pensioners from 1 January 2019 to introduce additional social surcharge to pension, which will be calculated on the basis of the average monthly nominal accrued wages of employees in the corresponding subject of the Russian Federation. The authors of the bill suggest that such a threshold calculation may be a more effective and more equitable than the artificially established “subsistence level”, which in reality is almost impossible to live.

In accordance with the bill, additional Federal social surcharge to pension in 2019 is set to such a size that the total sum of material maintenance of the pensioner in view of this additional cost has reached 50% of the average monthly wage.
