In its official opinion, the Cabinet approved the bill which proposes to people with disabilities and children with disabilities should have the right to apply for a preferential quota from five universities. The draft law also stated that each of the universities the applicant-a disabled person is entitled to participate in the competition in three specialties and areas of training.
“The bill proposes to provide applicants with disabilities an opportunity to exercise the right of hors Concours admission to study on bachelor and specialist degrees at the expense of budget allocations within the quota, subject to successful passing of entrance examinations by filing not one, but several statements within a set number of educational institutions of higher education, in which applicants for training on bachelor or specialist program may apply simultaneously, and the number of specialties and areas of training for which he is entitled to participate in the contest”, – says the official opinion of the government.
The draft law States that the right to non-competitive admission to universities at the expense of budgetary funds at a reduced can use:
- disabled child;
- disabled groups I and II;
- children with disabilities;
- persons with disabilities due to war injuries or disease received during military service.
Recall that currently, people with disabilities and children with disabilities have the right to enroll out of the competition on a budgetary place in the framework of the established quota, but to apply, they can only in one University.
“The proposed draft law the possibility of filing by applicants with disabilities applications to several institutions of higher education in several areas of training and (or) specialties in the conditions of competition will enhance the possibility of providing them with free higher education, – noted in the Cabinet – the government of the Russian Federation supports the bill”.
Previously, we reported that the Russian state Duma passed a bill to facilitate entry of people with disabilities in schools and the preparatory departments. Now when applying do not need to submit a report from the ITU about the absence of contraindications to training, will be quite normal medical certificate.
