Deputy Minister of labour and social protection of Russia Grigory Lekarev in his interview to the newspaper “Izvestia” reported that by the end of 2018, the Bureau of the ITU plans to provide audio – visual equipment to fix the procedure of establishment of disability. According to him, these technologies significantly reduce the number of complaints about the examination procedure.
“We plan to widely introduce audio and video recording of the course of the inspection Bureau of the ITU with the consent of the applicant. This is important for subsequent analysis of violations, including ethical character,” said Grigory Lekarev.
According to Lekarev’s, currently audio and video recording during the examination is conducted for half of the Bureau of the ITU. For the first time this technology was introduced 5 years ago in Tatarstan and Khanty-Mansi Autonomous Okrug. By the end of 2018, the necessary equipment is planned to provide all Bureau of ITU.
As people with disabilities to prepare for ITU?
“We have noticed that where this technology is applied, complaints of misconduct or violation of the principles of ethics are practically no”, – said Grigory Lekarev.
Previously, we reported that the Ministry of labor of the Russian Federation has developed amendments to the rules of examination of the disabled, allowing to establish a perpetual disability on the first appeal to the Bureau of ITU. These rules will contain a strict rule requiring the experts of ITU in certain cases to establish disability for adults indefinitely, and for children up to 18 years. Currently, the existing rules of the establishment and confirmation of disability allow experts to assign a re-examination even in clear cases.

Now finishing its testing in Smolensk and Voronezh regions. In 2018 a new method of disability the children will be tested in all regions of Russia. The Minister of labour and social protection RF Maxim Topilin focused on the fact that a child has any deviation is not a prerequisite for the establishment of disability.
