The President of Russia Vladimir Putin has approved a law to make it easier for nonprofit organizations providing social services to the population. The new law will give NGOs the right to provide social services at the regional level and to assess the quality of their services authorities.
The Federal law from November 14, 2017 No. 324-FZ amends the Federal law “About bases of social service of citizens in the Russian Federation”. These changes, in particular, confer the territorial bodies of the Ministry of justice to recognize the NGOs implementing the public utility services and include them in the appropriate register. In addition, the regional authorities receive the authority for evaluation of services provided by non-profit organizations.
“Federal law is aimed at ensuring access for citizens to social services and provides for the granting by public authorities of constituent entities of the Russian Federation to the organizations on the recognition of citizens in need of social services and creating an individual program of social services in the territories of one or several municipal formations”, – noted in the presidential administration.
Federal law of 14.11.2017 № 324-FZ “On amendments to the Federal law “About bases of social service of citizens in the Russian Federation” will enter into force 90 days after the date of its official publication.
